Christian A. Butts
Project finance, infrastructure policy, and complex delivery
Christian A. Butts brings a financial and analytical lens to TEBTECH engagements, with a background spanning economic consulting, federal infrastructure programs, and clean energy project development.
Most recently, Christian supported financing strategy for a $65M+ pipeline of community solar projects, leading financial modeling, capital forecasting, investor materials, and pipeline management. That work included regulatory and policy analysis on tax incentives, construction financing, and procurement strategy, and close coordination with developers, lenders, tax credit buyers, legal counsel, and impact investors through diligence and transaction execution.
Earlier, he spent six years as a consultant with The Brattle Group, building financial and economic models in Excel and R to support expert testimony in international arbitration, electricity markets, utilities regulation, M&A, bankruptcy, and freight transportation matters. He designed and delivered the firm's analyst training programs, mentored new research analysts, and served on its research analyst hiring committee.
At the U.S. Department of Transportation's Build America Bureau, Christian evaluated the $10 million Rural and Tribal Assistance Grant Program, with findings incorporated into a policy brief presented to the Under Secretary, and authored case studies documenting outcomes across Regional Infrastructure Accelerator grant recipients. He has also advised project developers pursuing federal funding on grant strategy, program requirements, and application development.
He holds a Master of City Planning from the Weitzman School of Design at the University of Pennsylvania, concentrating in sustainable transportation and infrastructure planning alongside energy management and policy, and a B.S. in Economics from The Wharton School, where he graduated magna cum laude.
